DC voltage is measured with an instrument named voltmeter. The power supply must be on for this type of measurement.

To measure voltage in a resistance, select DC V and place the probe connectors red to V /ohms/continuity and black to common. Place the leads in parallel with the resistor, one lead on each terminal. It is similar to resistance measurement. You will see the value in the display.

Never touch the circuit components while the power supply is on.
